Call to Order:
The meeting was called to order on January 26, 2023 by Gerry Jones, President at 7:03 p.m. A quorum was established with four (4) board members in attendance.
Board of Directors in Attendance:
Gerry Jones, President, Harvey Gerber, Vice President; Spiro Colivas, Treasurer; and Dave Wheeler, Secretary. Also others in attendance with Geri Bond, Community Manager and homeowners from Greenbriar of Citrus Hills.
Proof of Notice:
Meeting signs were placed on all mail boxes throughout the complex at 4:00 p.m. Monday, January 23rd.
Adopt of Agenda:
A Motion was made by Spiro Colivas, Treasurer to adopt amend the agenda as follow: under new business #10 add discussion and replacement of waste hauler, seconded by Gerry Jones, President, ALL IN FAVOR.
OLD BUSINESS:
Violation letters: All violation letters were reviewed with the board. Thirty-eight violation letters were mailed. There will be approximately fourteen 2nd violation letters mailed to homeowner’s which have not complied with correcting the violation. During the inspections there will also be approximately 12-18 more 1st letters being mailed regarding violations. Animals within the complex: After researching the homeowner files there are 14 approved service/or emotional support animals within the complex.
Collection Company: A Motion was made by Spiro Colivas, Treasurer to ratify the contract for Alliance Smart Collection to receive all delinquent accounts for the Association, seconded by Gerry Jones, President. ALL IN FAVOR. The Treasurer, Spiro Colivas also stating currently at Alliance Smart Collection is #1106A, #0806A and #1702B. There are two other accounts that the Board has motion on earlier which was sent to an attorney, #2105B and #0302A, which are in the process of preparing paperwork to move forward with foreclosure.
New Business:
Annual Meeting: Discussion was made in regards to the 2023 Annual Membership meeting. The date was discussed to see if the week of April 3rd would be available at Tuscany on the Meadows at 7:00P.M. There is one position open for 1 year.
Exterior changes: A Motion was made by Spiro Colivas, Treasurer to ratify two exterior changes to lanai area: 340 E Glassboro 1A and 240 E Glassboro 2B, as submitted, seconded by Gerry Jones, President, ALL IN FAVOR.
Surge Protection for pool equipment: Received three different bids for surge protection for the pool equipment. Two from Gaudette Electric and one from Thomas Electric. A Motion was made by Spiro Colivas, Treasurer to install the equipment from Gaudette Election in the amount of $403.61, seconded by Dave Wheeler, Secretary. ALL IN FAVOR Petty Cash: A Motion was made by Spiro Colivas, Treasurer to bump up the petty cash to $200 for the maintenance crew, seconded by Dave Wheeler, Secretary. ALL IN FAVOR. Receipts will be retained and petty cash will be reconciled each month by accounting department. Petty cash was established basically for gas for the equipment and ATV’s. The Lowes card is still active and is used for any materials needed for the complex.
Drainage Issues: Discussion was made in regards to the drainage behind Building 16 and the flow of water that comes of builing 3, 4, and 5. Received two bids one from Juan Torres and the other from Henley’s Grading Inc. Henley’s bid gave three options for the association to review. After much review a Motion was made by Spiro Colivas, Treasurer to approve Option 2 with Henley’s Grading, seconded by Gerry Jones, President. ALL IN FAVOR
Maintenance Agreement on Generators: Two contracts were given to the association to review from Ring Power who maintains the two CAT Generators the association has on site, one for the sewer plant and one for the well house. A Motion was made by Spiro Colivas, Treasurer to approve both maintenance contracts for twice a year, one in March and one toward the end of the year, seconded by Dave Wheeler, Secretary. ALL IN FAVOR
Painting of Complex: Three bids were received to paint the complex, which would include pressure wash, siding repair, stucco work, caulking window and door frames, remove gutters, paint fascia, front doors, primers and two coats. Bids were received from A.R.C., Henry Trochez Painting and Willies Painting. Specifications were supplied by Sherwin Williams, Ricci Diaz for this project. Applying 10 year paint with an additive to decrease any signs of mold on the exterior paint. A Motion was made by Spiro Colivas, Treasurer to accept the bid from Willies Painting and seconded by Dave Wheeler, Secretary. ALL IN FAVOR
Financing of painting the exterior buildings. The discussion was made by the association to finance the painting with Capital One, 5 years at 6 ¼ interest, no increase in assessment due to this. The current $450,000 roof loan, which is currently paid down to just under $400,000, runs approximately $8,800 a month. Payment for roof loan is paid by the reserve every month. The additional cost for the panting will be approximately $6,900 a month, which will also be paid out of reserve each month, leaving approximately $4,100 of the total $19,750 put into our reserve account monthly to keep funding reserve account and pay off both loans without having to increase monthly fees or do a special assessment. Roofs are good for at least 15 to 20 years, and paint will be good for approximately 9 to 10 years. A Motion was made by Spiro Colivas, Treasurer to accept the financing of the exterior paint through Capital One, seconded by Gerry Jones, President. ALL IN FAVOR
Motion to Approve Minutes: A Motion was made by Spiro Colivas, Treasurer to approve as written 4/12/22, 9/14/22, 10/5/22, 11/1,22 and 12/9/22 minutes, seconded by Dave Wheeler, Secretary. ALL IN FAVOR
Financial Statements: A Motion was made to approve the financial statements as presented by Villages Services for the months of September, October, November and December of 2022, seconded by Gerry Jones, President. ALL IN FAVOR Waste Hauler: A Motion was made by Spiro Colivas, Treasurer to give notice to Waste Management and engage Waste Pro for the dumpsters, seconded by Dave Wheeler, Secretary. ALL IN FAVOR. The new contract will save the association approximately $900 a month for this service. Please note to homeowner’s that garbage must be bagged when placing them into garbage containers, no loose garbage.
